be452a0ed3 CI: move CI env variable to the root of the workflow. (#29499)

91a9fd96b9 coveralls: Add COVERALLS_GIT_BRANCH (#29458) 
Without this, coveralls didn't receive the branch info thus leading to failures when we switched branches.
