OP-315: Extend TaskInfo to include run time stats. Still need to configure a

timer to run at around 10 khz. RTC a good option.

UAVObjects-xml: Move UAVObject definitions outside of gcs dir

The UAVObject definition (.xml) files are used by both the
GCS build as well as the flight software builds.
