gcs uavtalk: Add full state-level debug logs
...
These logs are disabled by default, and can be
turned on at compile time by defining:
UAVTALK_DEBUG
at the top of uavtalk.cpp.
These logs proved very helpful in diagnosing a
serial comms issue.

Hopefully a fix to stop the GCS crashing on exit (in windows at least) if the GCS is still connected to a USB device whilst telemetry is in full flow.

build: Move openpilotgcs into its own subdirectory

This will allow us to build a parent project for
qt-creator that sits above both openpilotgcs and
uavobjgenerator so that we can build both projects
at the same time.
