cranphin e4d317f40e GCS: Drop read support for binary plugin configuration. If you haven't converted your old ini yet, load it up once in a revision built from source before this change.

Note: Reading binary layout (which gadgets are shown in each workspace and how they are split) still is available, since that was a later change. That'll get done somewhere in the future :)
