[dxvk] Reintroduce VkPhysicalDeviceIDProperties
...
We need this to get the device LUID. Wine does not fill in the
LUID properties in VkPhysicalDeviceVulkan11Properties right now.
Fixes DLSS not working, as well as other potential issues.
