Brian Webb 789930db45 Moved PIOS_TASK_MONITOR_Initialize to before EventDispatcherInitialize. The event dispatcher creates a task that registers itself with the task monitor. It is unlikely that the task will start before the task monitor is initialized, but not impossible (at least on the F4 targets, I don't think).
