[COMMUNITY] Community is listed even if community setting is off for punlic listing #86

When showing the communities public list in actionLecture (existing communities carried by the platform), communities that have listPublic setting as off are shown in the select list.

Best way is to control the value of listPublic before creating the list and not adding the community name in the list if the setting is off.
