Like e4b91057ac74266671d806e535b76f0db6f409bc, this might fix some
issues with ReShade in D3D10 games.

[d3d10] Implement D3D10ShaderReflection
This is a simple wrapper that uses D3D11ShaderReflection from the
d3dcompiler libs. The implementation is required to run Crysis.
